Planning to Plan (Why, How & What?)
Convene initial Committee Meeting; discuss planning priorities, process, and methods; and discuss member library and TBLC needs.

Get Expert Input (Trend Spotting or Environmental Scan)
Consult with experts on consortia and network services, and trends in libraries and society.
           Denise Davis, ALA Director of Research & Statistics, Cooperative Trend Spotter – Denise will share her great national perspective and insight on networks, consortia and libraries.
           Linda Crowe, Executive Director, Peninsula Library System (PLS) - Linda will share her considerable knowledgeable of networks, consortia, and trends in libraries and society. She has a strong service orientation and TBLC and PLS have much in common.

Identify Needs (Community & Organization)
Staff provides the Committee information about TBLC and libraries; three focus groups will be conducted around the region; and one session will be conducted with TBLC staff.

Identify Changes and New Directions
Using input from focus groups and “Expert” sessions, the Committee identifies changes to the current plan and new plan elements.
May 4
9:30 – 3:45 with Light Lunch @ 12 noon
Action Planning & Evaluation (How we know if we’ve done it well)
Staff takes Committee recommendations and develops a draft plan including measures of success, impact, or outcomes.
July
Committee Reviews Draft
Planning Committee reviews the draft plan and recommends changes and Board adoption.
August 3
1 to 3:45 with Light Lunch @ 12
Plan Approval
TBLC Board reviews and approves the final plan.
September 14
